The diversity and complexity of the processes taking place in the modern world, their dynamism and a variety of their solutions bring the need to build the legal mechanisms for addressing the problems of international relations up to date. This statement is of current importance in the context of increasing significance of the political and diplomatic methods of searching and addressing challenges at the local, regional or global levels. The trends of modern diplomacy, such as energy or water security, are formed depending on the field of application. The effectiveness of the political tools and success of the dialogue in these areas depend on the level of readiness of the legal framework for discussing problems, the degree of awareness of the need to take the civilized approach to working out mutually acceptable solutions, minimization of conflicts and a possibility of harmonization of interests of the parties involved. The potential basis for constructive cooperation in this area, as is known, is built through consistent improvement of the national legislations, enhancing integration of the countries in global legal space as well as active involvement of the subjects of international law in discussing and putting forward new initiatives to develop and implement the effective international legal mechanisms for finding the civilized solutions to problems.

The prominent Russian archaeologist, Viktor Sarianidi, was honored with the medal of the President of the Islamic Republic of Afghanistan. The Ambassador of Afghanistan to Russia, Zalmay Aziz, handed the highest award to the scientist during the celebration of the Independence Day of Afghanistan in Moscow on August 19.

The first Textile Service Centre that will repair manufacturing equipment and cotton spinning machines and procure spare parts is opened in Ashgabat. The opening of the Centre affiliated with Turkmendokma Foreign Trading Enterprise and the representative offices of the German companies – Oerlikon Schlafhorst and Truetzschler – the world’s equipment manufacturers will promote further strengthening the material and technical basis an industrial infrastructure of textile industry – one of the dynamically developing and very promising sectors of Turkmen economy.

A super modern tanker called "Sumbar", which was ordered by Turkmenistan, moored at the port city of Turkmenbashi on August 21. It was built at the shipyards of the Krasnoye Sormovo plant in Nizhniy Novgorod (Russia) and complemented the merchant fleet of Turkmenistan.
