Politics : Environmental security as key factor of sustainable development

As is known, the Agency was established this May in accordance with the Resolution of President Gurbanguly Berdimuhamedov to attract actively more foreign investments in the national economy as well as advanced environmentally friendly, in particular, energy saving technologies through implementing the so-called CDM projects. These projects are effective financial instruments the Kyoto Protocol adopted in addition to the Framework Convention on Climate Change (UNFCCC) and the binding the industrialized countries by 2012 to reduce greenhouse gas emissions, which have an adverse impact on the climate. The Clean Development Mechanism provides for active cooperation on reduction of the concentration of hazardous gases in the atmosphere.

Concerted efforts of international community to mitigate an industrial impact on the climate system – a priority approach to the global problem of climate change. In this regard, the clean development mechanism of the Kyoto Protocol proved to be as the most efficient and effective way to ensure environmental wellbeing. To date, the UNFCCC Secretariat had registered over 1500 projects implemented in many countries across the world to achieve the main goals of Kyoto mechanisms –emissions reduction, investments and economic efficiency.

The agenda of the first meeting focused on establishment of the working secretariat and expert group of the Interagency Commission for CDM, development of the national criteria and procedures for approving CDM projects, assessment of the capacity to reduce greenhouse gas emissions in the key sectors of the national economy, etc.

Paying primary attention the issues of environmental security Turkmenistan had the vast opportunities to implement the CDM projects in all sectors of the national economy. The most promising areas included power, oil and gas and chemical industries, agriculture. For example, the projects on recovery of associated gas, reconstruction of the power generating units at the power plants, use of the renewable sources of energy. These projects would promote attracting additional investment resources in the national economy and applying environmentally friendly and energy saving technologies in industry.
