As the State News Agency of Turkmenistan (TDH) said, the decision to award the title "Man of the Year" to the Turkmen leader was taken at a special meeting of the executive committee of the Institute on August 30, 2010.

In his letter to the President of Turkmenistan, Director of the Institute of International Relations and Economic Cooperation of Romania, Professor, Dr. Anton Karadzhea stressed that the decision of the diplomatic elite and cultural circles of Romania, united under the auspices of the Institute, is "due, above all, to the personal contribution of the Turkmen leader to the construction of secured peace, building bridges of friendship between Europe and Asia, and active development of Turkmen-Romanian relations."
