The legal reform aimed at updating the national legislation in compliance with the norms and standards of international law played a special role in the large-scale progressive processes initiated by President Gurbanguly Berdimuhamedov. The most important step to achieve the aims of the legal reform was the adoption the new Constitution of Turkmenistan in September 2008 that serves as the guarantor of the respect for human rights protection. In particular, the basic law stipulates that the right to professional legal assistance shall be recognized at any stage of the legal process and justice shall be implemented on the basis of the adversarial nature and equality of parties. These provisions are to enhance the status and role of lawyers in the modern national legal system. In this regard, the seminar participants focused on importance of the study the best international legal practice.

The forum agenda included the review of the issues of legal regulation and advocatory practice in the Russian Federation and Central Asian countries presented by the international experts. The discussion focused on the key ways to ensure independence of advocacy as well as provision of free legal assistance to the population. The reports presented during the seminar focused on advocatory self-management and financing of advocatory activity in the FRG.

This month the similar seminars will be conducted in Balkan and Mary Velayats.
