It was noted that the laws and legislative acts had been drafted in compliance with the new Constitution of Turkmenistan and the relevant international legal norms and standards. Thus, another important step to promote the legal reform initiated by President of Turkmenistan Gurbanguly Berdimuhamedov to build the reliable foundation for the progress and wellbeing of the country for many years ahead had been made.

The deputies debated the draft laws including “On Court” and “On Prosecutor’s Office of Turkmenistan” that set forth the authorities of these structures, the procedure of foundation and manner of their work and were aimed at ensuring law and order, establishing social justice, protecting the rights and freedoms, honour and dignity of citizens. It was noted that passing these laws would promote further improving the activity of law enforcement agencies, establishing the supremacy of law and the unshakable democratic values in the state and society

The important documents passed by the Mejlis included the draft laws “On Education” and “On the Status of Scientific Workers”. Debating these draft laws the deputies focused on the significance of the programmes of education and scientific reforms initiated by the Turkmen leader that required drafting these documents.

The draft law “On the Status of Scientific Workers” secured the social guarantees and benefits to scientific workers that would promote consistent development of the national science and effective implementation of the intellectual potential of the nation. In this regard the deputies focused on the timeliness of adopting the draft laws aimed at establishing the system new in principle of training highly qualified specialists as an essential condition of the social, economic and cultural progress of the country.

The deputies debated the draft Law “On the State Support of Small and Medium Business”. Focusing on the significance of this document the deputies noted that drafting the law was conditioned by the need to build the legal framework of entrepreneurial activities as the measures to create incentives and support the private sector of the national economy. Those speaking at the meeting noted that the new law would promote the growth of economy and integration of Turkmenistan in global economic system and tackling the priority social issues including creation of new jobs.

The deputies debated a number of the important draft laws including the Laws “On Protection of the Ozone Layer” and “On Radiation Safety” that would be an effective step to implement the national environmental and health policy and vividly evidence Turkmenistan’s steadfast adherence to its international commitments.

The agenda included the draft Laws “On Plant Quarantine”, “On the Amendments to the Criminal Code of Turkmenistan and Recognition of Some Laws of Turkmenistan as Stale”. The draft resolution of the Mejlis of Turkmenistan “On Some Issues of the Territorial and Administrative System of Turkmenistan”, “On Joining to the Protocol to Amend the International Convention on Civil Liability for Oil Pollution Damage”.

The deputies unanimously passed the draft laws and resolutions of the Mejlis.

In conclusion the deputies expressed belief that the legislative acts debated and passed by the Mejlis would promote the benefit and wellbeing of the Motherland, the Turkmen people and further advancements on the path of progressive changes and reforms.
